Safety

International Charter Operator Advisory Council Meeting.
   May 2002, Geneva

Mr. Colin Hamilton (right), Chairman of Clintondale Aviation, receiving a Certificate of Recommendation from Wyvern Aviation Consulting Ltd.

CIS aircraft and operators are audited using the format set by the Petroleum Industry's Exploration and Producing Forum, Aviation Group, before they are used by Clintondale. Only aircraft which have been assessed as being maintained in accordance with legislated service procedures are selected. Preference is given to those aircraft which are younger and have lower time since overhaul of airframe, engines and components. Cosmetic appearance is important, but secondary to the safety requirements.

The subsequent maintenance of approved aircraft is monitored, in varying degrees. For the most frequently used aircraft, an engineer will oversee the maintenance inspections on a regular basis. The maintenance of aircraft used on a less frequent schedule is monitored at least twice per year by audit. Clintondale has the authority to request corrective actions and additions to the maintenance schedules to improve safety standards.

Crews are selected on the basis of their total flying hours, flying hours on type, class of license and, if appropriate, their international endorsement.

These aircraft offer many advantages including their ruggedness which makes them more suited to the extremes of climate and the rougher runways that are frequently found in the CIS.

Flight Monitoring:

CA maintains a 24-hour Flight Operations Department which is staffed by highly professional Air Traffic Controllers. Their purpose is to assist in obtaining short-notice flight clearances and to monitor flight progress through their SITA and AFTN communication links with the Air Traffic network.

Technical Support and Control Group:

In June, 2004, Clintondale Aviation created a special group, which has been named the Technical Support and Control Group CA (TSCG). The group director of this team is the General Director of RusAir, Mr. Yuri V. Shanin. This team is responsible for monitoring the technical condition of all Clintondale Aviation aircraft, including leased aircraft and aircraft of subsidiary aviation companies, RusAir and KazAir West.

Among its many tasks, TSCG carries out regular internal safety audits, and coordinates with governmental authorities and design bureaus regarding support of aircraft airworthiness. First Deputy Director of TSCG is Mr. D. Khlopitko, and group members are Mr. D. Polkovnikov (RusAir, Moscow), Mr. A. Soloviev (KazAir West, Kazakhstan) and Mr. V. Masalitin (CA, Kazakhstan).
